Market surveillance is currently at a crucial stage in its development. During the second phase of the Quality Programme, as well as during a previous EU twinning project, substantial preparatory work has been done in terms of drafting legislation, procedures and strategic planning and there is an opportunity to achieve lasting results, if market surveillance organisations are able to change from predominantly reactive surveillance to pro-active and planned surveillance. The twinning has focused on supporting market surveillance in the areas identified in Regulation 765/2008.

The support was as following:

1-       Development of Gap analysis and action plan market surveillance activities

2-       Development of Proactive market surveillance activities and instructions

CPD management and market surveillance coordination

  • The activity comprise policy development, training and/or coaching of CPD staff in the relevant development area.
  • Organization of CPD, business planning, quality management systems, ICT system requirements and cooperation with other relevant authorities.

Prioritization of market surveillance activities

  • The activity comprise policy development, training and/or coaching of CPD staff in the relevant development area.
  • Development and confirmation of plans for utilizing data to prioritize work: risk analysis and assessment tools for market surveillance, accident/incident data coming from unsafe products, consumer complaints.

Training schemes for CPD staff

  • The activity comprise policy development, training and/or coaching of CPD staff in the relevant development area:
  • Training and development of CPD staff: assessment of training available and specific assistance to internal trainers.

Market surveillance programme

  • The activity comprise policy development, training and/or coaching of CPD staff in the relevant development area.
  • Facilitation of market surveillance programme for Lebanon.

Market surveillance information services

  • The activity comprise policy development, training and/or coaching of CPD staff in the relevant development area.
  • Development and confirmation of information provided to consumers and businesses on market surveillance issues.

  • Training of market surveillance inspectors on Risk Assessment in inspections
  • Training of market surveillance inspectors on General Principles of Market Surveillance, CE marking and Conformity Assessment
  • Training of market surveillance inspectors on Consumer Complaint Investigation
  • Training of market surveillance inspectors on Toy Safety assessment for inspectors and other practical safety inspections
